of $900 to $1,500 by $150 annually, while they are

still probationers seems adequate, but the prospects

of an officer in Class III are not sufficiently

attractive.

The present scale of Class III is £200

promotion to Class II at £400, or is granted special

increments (a procedure which is liable to lead to

jealousy and discontent among others not so favoured)

he tends to become dissatisfied and, if opportunity

offers, to accept employment outside, in which case

his training is lost to Government. I shall,

therefore, be glad if I may have your authority for

altering the scale of Class III from £200 £10 - £350

to £250 £15 £385, and giving the benefit of this

revised scale to officers at present on salaries

account of the higher salaries of officers named in

Enclosure I, allowance being made also for the

probability of an increase of two or three posts in

this Class in 1929.

4. I also consider that the incremental rate

in Class II is not sufficiently steep, and I should

be glad to have your permission to substitute a

scale of £400 £15 £490 for the present scale of

£400 - £10 - £480, and as regards existing staff to

make such adjustments as may be necessary to fit

officers into the new scale. This would involve an

additional cost of £30 for 1929.
